Job description: Organizational SettingThe Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA’s nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections:
The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments and facilitating nuclear security working and advisory groups. The Section assists in capacity building in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Division’s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).Main PurposeThe main purpose of this consultancy is to advise the CPPNM team in the field of encouraging adherence to the Amendment to the Convention on the Physical Protection of Nuclear Material (ACPPNM) and facilitating State Parties’ effective implementation of the CPPNM and its Amendment.Functions / Key Results Expected
Knowledge, Skills and AbilitiesRequired –Skills and ExpertiseNational Nuclear Security RegimesRegulatory FrameworkReportingLanguageEnglishQualifications and ExperienceUniversity degree in nuclear physics, nuclear security or related science and technology degrees (advanced degree desirable) and/orUniversity degree in Law, related to nuclear security, or other relevant qualification. * Minimum of 5 years of relevant experience in a Nuclear Security or Nuclear Safety Authority with the ability to demonstrate understanding of national ratification and implementation of the ACPPNM;
RemunerationThe remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
