Hybrid 50% office / 50% remoteSalary: GBF5 / €49,905 – €58,711Requirements:The Donor Compliance, Audit and Investigations Officer will be required to travel to support activities relating to audits in any of Concern’s programme countries.   • Provide support to Concern’s country teams on donor audit issues and play a key role in managing and supporting HQ donor audits as well as supporting internal audits and investigations.
  • Work with the Grant Compliance and Internal Audit & Investigation teams to ensure both donor and organisational policies are adhered to through the development of guidelines, training material and documenting lessons learned.
  • Design and deliver training workshops to Concern staff [and implementing partner staff] or support other staff members with this as necessary.
  • Carry out internal audits, investigations and other tasks as assigned.

Responsibilities, (in addition to the above):

  • Assist Country teams in the preparation for donor audits in country and provide support on implementing any donor audit recommendations.
  • Liaise with external agencies on donor specific audits.
  • Provide training and reference materials to relevant staff [and implementing partner staff where relevant] on the rules and regulations of [Irish Aid, the European Commission’s Civil Protection and Humanitarian Aid Operations department (DG ECHO), the Directorate-General for International Partnerships (DG INTPA), and the Directorate General for European Neighbourhood Policy and Enlargement Negotiations (DG NEAR), the United States Government, the Foreign, Commonwealth and Development Office and other country specific donors, using Concern materials where available or in some cases developing new materials.
  • Provide practical guidance and training on issues identified during donor audits and key donor compliance areas.
  • Support the Grant Compliance Unit’s helpdesk to provide assistance in day-to-day donor related queries.
  • Review and document audit recommendations and findings for ongoing organisational learning.
  • Participate in relevant external networks and develop contacts with peer agency counterparts to facilitate sharing, learning and best practice.
  • Conduct support visits to our country programme offices.
  • Carry out internal audits and investigations as assigned, with support from the Internal Audit Manager.
  • Carry out other tasks as required within the Grant Compliance and Internal Audit and Investigations Units.

Role Holder Requirements:

  • Completed or part-completed degree or other professional qualification in accounting or related field.
  • Demonstrable experience of working in a finance, auditing or investigation’s role
  • Knowledge of audit procedures, including risk driven audit planning techniques and methods used to examine, verify, and analyse business and financial operations, information, records, statements, and reports, and the requirements of the Standards for the Professional Practice of Internal Auditing.
  • Able to instruct and enforce adherence to rules and regulations.
  • Experience in developing and delivering training workshops and materials.
  • Computer literacy, particularly in Microsoft Office programmes such as Word, Excel & PowerPoint as well accounting packages and other database competencies.
  • Ability to work under pressure of deadlines.
  • Good organisational and time management skills.
  • The person must be ready to travel extensively (at least 70% time).
  • Fluent spoken and written English.
  • Work experience in an international NGO (desirable).
  • Flexible and adaptable.
  • Excellent communication skills and ability to work with cross functional teams.
  • Cross cultural awareness and empathy with organisational goals.

Desirable skills:

  • Knowledge of French (highly desirable)
  • Experience of reporting to and/or managing audits by large institutional donors such as USG, EU, ECHO, Irish Aid, UN and FCDO (highly desirable)
  • Professionally Qualified Accountant ACCA, CIMA, ACA, CPA
