Work LocationUNODC ROMENA Office in Cairo, EgyptExpected duration73 working daysDuties and ResponsibilitiesUnder the supervision of the Deputy Regional Representative, UNODC ROMENA, the consultant will be responsible for: Policy, Programming and Technical Components • Analysis, identification and showcasing of current UNODC programmes and proposing policy approaches and technical strategies that prioritize health, human rights, and development in line with the UN common position on drugs. • Identify existing and new strategies to address the root causes of drug-related issues, promoting comprehensive solutions that balance law enforcement with health and welfare considerations. Stakeholder Assessment • Conduct country level stakeholder mapping exercises, identifying key UN agencies, government actors, civil society organizations, and other stakeholders involved in drug policy. • Lead a stakeholder engagement exercise with UNODC ROMENA and Headquarters staff, UN agencies and civil society to map existing provision, reflect current programming and inform new priorities and new programming and which includes the perspectives of women, young people, and people who use drugs. Feasibility Study and Country Prioritization • Carry out a feasibility study to assess the political and institutional readiness of target countries for implementing joint initiatives in line with the common position. • Propose a prioritization plan for countries based on factors such as national needs, political will, and the flexibility of international drug conventions to support country-specific policies.Qualifications/special skillsAn advanced university degree (master’s degree or equivalent) in International Relations, Public Policy, Drug Policy, Law, Criminal Justice or related fields is required. • At least 10 years of experience in drug policy, human rights, or public health-related fields is required. • Demonstrated experience in conducting stakeholder assessments, feasibility studies, developing strategic frameworks is required. • Strong and demonstrable understanding of drug control, the UN common position on drugs, international human rights treaties, and the Sustainable Development Goals is required. • Excellent analytical, communication, consultation, needs assessment, and report writing skills is required.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position fluency in English with excellent drafting skills is required.
