This role is key in overseeing the processes, governance, and capabilities required to maintain accurate and reliable cost data.Reporting to the Operating Cost and Value Lead, the successful candidate will help deliver the operational cost strategy, manage and update cost models, and ensure that all changes are accurately captured and reported. The role will also serve as a key point of contact for subject matter experts, coordinating input and updates to maintain the accuracy and integrity of the models.As an Operating Cost and Value Manager, you will need to have/be:
- Skilled in providing accurate inputs to and working with complex cost and revenue models.
- Experienced in applying robust change control processes for model inputs, assumptions, and updates.
- Proven ability to collaborate with subject matter experts to ensure timely, accurate, and reliable data for cost modelling.
- Strong problem-solving skills with the ability to identify gaps in processes or models and implement effective solutions.
- Competent in interpreting complex commercial analysis to effectively manage and apply economic models.
- Proficient in developing clear, concise reporting tools that communicate complex commercial information to diverse stakeholders.
- Solid understanding of economic and commercial analysis in the context of project or programme management and planning.
- In-depth knowledge of operational cost baselines, including their development and ongoing management.
- Familiarity with commercial modelling software, tools, and techniques relevant to large-scale infrastructure projects.
- Sound knowledge of governance frameworks and procedures.
- Demonstrated experience working with complex cost models in public sector, rail, or project-based environments.
- Track record of using detailed commercial analysis to inform decision-making and drive positive outcomes in programme settings.
- Experience in managing governance and change control processes in high-complexity, multi-stakeholder environments with competing priorities.

Role of Operating Cost and Value Manager:
- Manages the Operational Cost Baseline (OCB) in line with internal governance plans, ensuring effective control and oversight of operational costs.
- Supports the Cost and Value Lead in maintaining the OCB and associated financial models.
- Oversees the governance process, applying rigorous change control procedures to maintain the integrity and accuracy of the baseline.
- Assists in managing the Operational Cost Estimate (OCE), ensuring it is up to date, consistent, and aligned with business needs.
- Develops clear, accurate reporting tools to monitor OCB and OCE performance, highlight trends, and flag potential risks.
- Contributes to the development of proposals for future economic and regulatory frameworks and commercial structures.
- Leads the production of timely, accurate reports for senior stakeholders to support informed decision-making on commercial strategy.
- Conducts proactive horizon scanning to identify cost pressures, collaborating with subject matter experts (SMEs) to escalate and resolve emerging issues.
- Coordinates SME engagement to gather robust inputs into cost models, providing expert guidance on the maintenance of the OCB and OCE.
- Acts as the custodian of the model’s assumption set, overseeing change control for all inputs and ensuring transparency and traceability.
