Job description: The assignment will be carried out under the direct supervision of the Chief of the CPCJS. The the consultant will perform the following specific tasks: • Research and analyse emerging trends in criminal justice reform. • Draft innovative concept notes for potential new programme components. • Develop comprehensive proposals for programme expansion. • Support the drafting of a variety of written outputs, such as background papers, working papers, mission reports, analyses, briefing notes, presentations, summary reports. • Assist in the preparation for the annual report of the Secretary-General on use and application of United Nations standards and norms in crime prevention and criminal justice. • Assist the Chief in the consolidation of thematic work in the Section through a project revision for GLOJS8, supporting the development and drafting of revised project outputs such as the project document and related materials.Work LocationHome based and Vienna HeadquartersExpected duration9.7.2025 – 27.2.2026Duties and ResponsibilitiesThe UNODC’s Crime Prevention and Criminal Justice Section (CPCJS) serves as a guardian of the United Nations standards and norms in the field of crime prevention and criminal justice. Building on its mandate to assist Member States, upon request, to apply these standards and norms in practice, UNODC/CPCJS has built extensive experience in providing technical guidance assistance to Member States in the field of crime prevention and criminal justice. In line with the above, CPCJS launched its Global Programme on People-centred Crime Prevention and Criminal Justice Reform (GLOJS8) that unifies the existing thematic areas of access to justice, crime prevention, violence against women, violence against children and prison and penal reform. With evolving challenges in the criminal justice field, there is a need to explore and develop new initiatives that can effectively address emerging issues while building on UNODC’s existing expertise and experience. To further strengthen its impact, CPCJS thus seeks to explore opportunities for programme expansion through innovative approaches and initiatives that address these emerging challenges in order to strengthen resource mobilization. The individual contractor will work with the coordination team of CPCJS under the overall guidance and supervision of the Chief of Section to contribute to this expansion through the development of concept notes and proposals in the area of crime prevention and criminal justice reform. The purpose of this assignment is to support and strengthen the Global Programme and the overall monitoring, evaluation and learning of the CPCJS through the below objectives: • Concept Development: Research and draft concept notes exploring gaps and innovative approaches to criminal justice reform while proposing novel solutions to emerging challenges. • Programme Design and Development: Develop comprehensive proposals that address identified gaps and opportunities, incorporate promising practices and lessons learned from existing initiatives. • Substantive Programmatic Support: Assist in the preparation of draft programme and project ideas and documents for technical assistance and support the implementation of projects and activities. • Reporting: Assist in the standard organizational and project reporting through the improved collection of data from CPCJS activities in HQ and the field.Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in international relations, political science, law, social science, or other related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least 2 years of relevant professional experience in policy drafting, research and editing of documents is required. Experience in drafting policy and research papers is required. Experience in supporting the management and organization of professional networks, particularly those aimed at supporting women, is desirable. Experience working for the United Nations or other international organizations is desirable.LanguagesEnglish and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required.
