The Research Support Officer (Administration) will have a strong role in coordinating the employee life cycle administration (recruitment, compensation, payroll and benefits etc.) for Research Units/Colleges to agreed deadlines ensuring utilisation of the Human Resources Information System and provide accurate and timely information. They will liaise closely with research centres and units in relation to contract management and recruitment to ensure effective scheduling, support and communication. The post will involve working closely with the Finance Office, Office of the Vice President for Research and Innovation and other University offices as required to ensure efficient and effective management of the contractual and labour requirements (including hosting agreements and work permits) for research funded staff.The Research Support Officer Administration will work closely with the HR Research Team, Office of People and Culture, Researchers, PI’s and relevant Research Centres and Central Units across UCC. The Research Support Officer (Administration) will have experience in the high-volume recruitment and/or human resources management and will have a working knowledge of EU Commission funded programmes and the research funding agencies in Ireland.They will participate as a member of the HR Research Team in the delivery of projects and specialist support. A Research Support Officer will work under the direction of one or more Principal Investigator (s)/ Senior Researcher(s) within a dedicated laboratory on one or more research projects.KEY DUTIES AND RESPONSIBILITIES

  • To support the coordination of the employee life cycle administration (recruitment, compensation, payroll and benefits etc.) for Research Units/Colleges to agreed deadlines.
  • To provide HR Specialist advice as required.
  • To resolve queries and provide general advice in accordance with approved HR policies and procedures.
  • To refer HR matters requiring specialist knowledge and expertise to the HR Co-ordinator Research, HR Advisor Research or HR Business Partner Research and/or relevant HR staff member as required.
  • To perform a variety of technical duties supporting research recruitment such as using the UCC Content Management System and HRIS, etc.
  • To support the planning and delivery of work within HR Research.
  • To liaise closely with research centres and units in relation to contract management and recruitment to ensure effective scheduling, support and communication.
  • To work closely with the Finance Office, Office of the Vice President for Research and Innovation and other University offices as required to ensure efficient and effective management of the contractual and labour requirements (including hosting agreements and work permits) for research funded staff.
  • To work closely with the HR Research Team, Office of People and Culture, Researchers, PI’s and relevant Research Centres and Central Units across UCC.
  • To liaise with the Principal Investigator and colleagues on matters relating to their research projects.
  • To develop contacts to acquire knowledge and understanding of the research related work.
  • To develop and maintain a good working relationship with service departments in UCC.
  • To communicate clearly (and especially relating to report writing), the ability to write clearly and accurately and to produce work of a high standard.
  • To represent the HR Research Team at meetings and events if required.
  • To ensure compliance with Health and Safety procedures.
  • To perform other duties related to the work described herein.

The list of duties detailed above is not intended to be exclusive or restrictive and may be adjusted dependent on the area of research.Additional Duties for Managers/ Heads: In accordance with it is the duty of responsible persons (Heads of Unit / Executive Managers) to ensure, so far as is reasonably practicable, that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility.Responsible Persons are responsible and accountable for (non-exhaustive list – All delegated responsibilities are clearly set out under UCC safety policies and local safety statements):

  • Proactively managing and conducting occupational health and safety in all areas and activities under their control
  • Achieving compliance with University safety policy and the extensive SHWW regulations that govern their work and that of the University employees under their control
  • Ensuring, subject to the “so far as is reasonably practical” test defined in the SHWW Act (current edition}, the safety health and welfare of the University employees at work at their various places of work on and off the University campus
  • Developing the local safety statement , as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work
  • Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained, and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection
  • Consulting and communicating with staff and safety representatives on OSH matters
  • Ensuring a training needs assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee
  • Ensuring that all incidents occurring within the relevant department/service are appropriately managed and investigated in accordance with UCC procedures
  • Seeking advice from health and safety professionals where necessary
  • Monitoring and reviewing local health and safety performance
  • Providing adequate financial and other resources for the above, so far as is reasonably practicable

  • A graduate qualification and/or relevant experience in a field or discipline relevant to the area of investigation.
  • Experience in a research management/administration environment within third level.
  • Knowledge of University/Third Level/Research systems and structures.
  • Demonstrated organisation and time management skills with the ability to assess and organise resources and plan and progress work activities.
  • Strong communication and interpersonal skills
  • Proficient with University IT systems (e.g. Agresso, CMS).
  • Demonstrated commitment to continuing personal and professional development and ensures that they remain up to date and develop their personal effectiveness.
  • Strong IT, report writing and organizational skills.
  • Ability to coordinate activities for multiple stakeholders.
  • Demonstrated ability to work autonomously and as a team member.
  • Discretion in handling confidential information.
  • General understanding of the Research Ecosystem within a HEI.
  • Flexible, cooperative and a proactive approach to achieving work goals.

Desirable Criteria

  • Knowledge of EC
  • knowledge of the Human Resources Information System (HRIS)
