purpose of the role:
The post holder will be a senior member of the Finance Department team and will be assigned the responsibility to ensure that all financial transactions are recorded appropriately in a timely manner and that the hospital complies with legal requirements regarding the maintenance of accounting records. The post holder will also be responsible for overseeing the smooth operation and compliance of all of the functional departments within the Finance unit and to oversee the production of monthly and annual financial statements to an agreed timetable.
The post holder will report to the Director of Finance.The post holder will be required to provide cross cover for other personnel within the Finance Department and undertake a full range of duties to include general administration.The post holder will communicate when required with external bodies, i.e. C&AG, HSE, DOHC, SDU and other external agencies etc., and communicate internally with all other divisions within the Finance Department.overview of role:
Key Duties and Responsibilities
To ensure that all financial transactions are recorded appropriately in a timely manner and that the hospital complies with legal requirements regarding the maintenance of accounting records.The post holder will be required to keep abreast of relevant regulations/legislation/taxation and accounting standards as applicable.To oversee the production of monthly and annual financial statements to an agreed timetable.To internally manage the external audit process by ensuring that all relevant information and explanations are made available to the external auditors in a timely manner and to assist in taking appropriate action in relation to relevant issues raised in the Audit Report and/or Management Letter.To assist in the contribution to the development of common accounting standards and procedures, etc. as may be appropriate within the healthcare sector.To oversee the planning and organising of the divisions workload in order to maintain a high level of effectiveness.To ensure that the financial accounting systems support the development of the hospital management systems; to work closely with the Management Accountant in this regard.To ensure the hospitals financial controls and procedures documentation is complete and updated as and when required.To ensure that all financial and accounting policies are applied consistently on an ongoing basis.To ensure that appropriate systems of internal financial controls are in place and operational such that appropriate assurances can be given to the Hospital Board in this regard.Overseeing the effective management of the hospitals cash resources; to be familiar with developments in Treasury Management.The Post Holder will demonstrate excellent analytical and conceptual thinking capability to organise and interpret financial information and challenge business decisions against strategic plan objectives.The ability to manage and motivate staff and work successfully within a team with a focus on quality of work, speed of execution and results is vital to success in this role.To oversee the management and supervision of all staff within the financial accounting divisionThe post holder will be required to provide cross cover for other personnel within the Finance division and undertake a full range of duties to include general administration.To assist the Director of Finance in the discharge of his/her duties and to undertake assignments as may be agreed.Qualifications & Experience required
Must have:
- Be fully qualified member of a recognised professional accountancy body with 5 years’ PQE
- Excellent interpersonal and stakeholder engagement skills
- Previous experience in dealing with external audit process
- Previous experience in people management
- Have a sound knowledge of Microsoft Office and other related packages
Desirable:
- Master’s Degree in a relevant subject
- Proficient in SAP
- Previous experience in annual financial statements preparation
Reward & Recognition
- Remuneration is in accordance with the Department of Health Consolidated Salary Scales, grade code 0655, Grade VIII.
- The appointment is temporary (18 month contract) and pensionable.
- The annual leave entitlement is 30 working days per year pro rata. The leave year runs from 1st April to the 31st of March each year.
- Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.
